Judge Richard Conley described the attack as causing “immense damage and distress to completely innocent victims” who had nothing to do with Phare’s personal dispute.

Reports put the damage at roughly £10,000 — though some coverage cited a figure as high as £100,000. That gap was never publicly explained, and no repair invoices or insurance documents were released. The inconsistency makes it hard to know the true cost to the victims. What is clear is that eight families were left with wrecked cars through no fault of their own.

What the Court Decided

Judge Conley sentenced Phare to 50 weeks in prison — then suspended that sentence for 18 months. Phare also received 40 rehabilitation days and 150 hours of community service. He walked out of court without going to jail. The defense argued Phare was in a state of “very acute distress” at the time and pointed to a long list of diagnosed conditions: autism spectrum disorder, attention deficit hyperactivity disorder, obsessive-compulsive disorder, Tourette’s syndrome, and post-traumatic stress disorder, along with substance dependency and a history of homelessness.

A suspended sentence is not unusual when courts accept strong personal mitigation. The judge clearly weighed those factors. But the victims — eight neighbors who did nothing wrong — were left to deal with the damage, the cost, and the disruption. The court record does not show whether Phare paid any compensation, and his defense indicated he lacked the means to do so.

Why Ordinary People Are Frustrated

Cases like this touch a nerve across the political spectrum. Conservatives see a justice system that goes easy on offenders while leaving victims to fend for themselves. Liberals point to the same outcome and ask why mental health support and housing failed this man long before he reached a breaking point. Both sides end up asking the same question: why do the people who get hurt most tend to be ordinary working people, while the system finds reasons to protect everyone else?

The broader pattern is familiar. A personal dispute spirals into property crime. Neighbors suffer real losses. The courts process the case, accept mitigation, and impose a sentence that feels light to the people who were harmed. No one in power loses sleep over it. The eight families with smashed cars move on as best they can. That gap — between what justice looks like on paper and what it feels like to the victims — is exactly what erodes public trust in institutions, whether in Britain or anywhere else.
